The all-new Lovélo Rouen Normandie metropolitan service was launched in July 2023 by INURBA, replacing the traditional non-electric bike service operated by JC Decaux. The fleet will be comprised of 500 bikes by the end of 2023 and the network is expected to expand outside the city of Rouen to reach 1500 bikes by 2025.
We chose the OEM Bikes solution to meet the metropolitan area’s needs as the people did not want any heavy station infrastructures. 32 virtual stations can be found throughout the city centre. The bikes are equipped with 7 speeds in order to climb all the hills. A smart frame lock sends information to the server and secures the bikes at the station with a cable that can be attached to a roll bar. Access to the bikes is easy, intuitive and fast. People can hire a bike in just a few clicks directly on their smartphones or with an RFID card.

It’s still too early to measure the impact of a project that has only just begun. However, an easy-to-use bike solution combined with affordable rates and a denser and more extensive station network is very likely to lead to immense use.
